Direct purchase is the way. Check the in-game store regularly. Valve occasionally puts agents up for sale directly, bypassing the need for luck in loot boxes or long grinds.

Getting agents in CS2 is similar to how you got them in CS:GO, primarily through the game's Battle Pass system.
