Turn off background apps and overlay programs. They eat up resources that could go to CS:GO, giving you those precious extra FPS. Also, try playing in Fullscreen mode instead of Windowed or Borderless. Fullscreen allows CS:GO to have full control over your screen, improving performance.

Honestly, just drop everything to low and enjoy the game. All those fancy graphics are nice, but hitting your shots is nicer.

I got a massive FPS boost by simply cleaning out my PC. Dust can throttle your components' performance, so give it a good clean and see if that helps. Also, make sure your PC's power plan is set to 'High Performance' in the control panel.
