Honestly, why bother with Brave Bird? There are better Flying-type moves without the recoil damage.

Another faster way is to catch a Rufflet, which evolves into Braviary that already knows Brave Bird when you catch it in the wild. Check in strong wind conditions for a higher chance!

To get Brave Bird in Pokemon Scarlet, you'll need to level up a Skarmory to level 45. That's when it learns Brave Bird naturally. No need for TMs or HMs, just good old-fashioned leveling up. If you're looking to teach it to another Pokemon that can learn it, keep an eye out for Move Tutors in-game who might be able to help!
