To get the TM for Close Combat in Pokemon Scarlet, you have to find TM169, which can be crafted at any Pokemon Center once you've unlocked it. You'll need to collect 10,000 League Points (LP) and the following materials: 5 Riolu Fur and 3 Primeape Fur. Once you have those, head over to the TM Machine in the Pokemon Center, and you'll be able to craft the TM for Close Combat!
