Just catch a Dratini and level it up; that's all there is to it. Seriously, why complicate it?

I caught my Dragonite by evolving from Dratini, took me a while but so worth it. The key is finding those fishing spots and then just battle, battle, battle. Managed to level up faster by focusing on trainer battles and using those Exp. Points wisely. And remember, night fishing seemed to up my Dratini encounters. Happy hunting!
