Easier said than done, but Finizen only spawns in the ocean. No special conditions other than it has to be day time in the game. Just keep swimming!

Catching a Finizen in Pokemon Scarlet is pretty straightforward but does have a unique twist. You need to head to the ocean areas of Paldea, specifically around the west coast. It's important to note that Finizen can only be caught during the day in-game. So make sure to check the in-game time. Once you find a Finizen, just battle as usual and catch it!
