Honestly, finding an Ice Stone is a pain, but it's the only way. Walk around, check under every rock, and you'll eventually find one. Then, just use it on Eevee to get Glaceon. Worked for me.

Just use an Ice Stone on Eevee lol. You can find them around Paldea.
