Breeding is overrated, just use the Bottle Caps. You can max out a Pokemon's IVs using Gold Bottle Caps at the Hyper Training facility. It's way faster if you're not into the whole breeding scene.

Just catch lots of Pokemon, honestly. With enough time, you're bound to run into some with high IVs. It's a numbers game.

Raids. Do lots of max raid battles. The Pokemon you catch in raids tend to have way better IVs compared to the ones you find wandering around in the wild. It's grindy, but it pays off if you're looking for that perfect team.
