Just catch Hoopa and wait, lol. Honestly, there hasn't been a way announced to get Hoopa Unbound in Scarlet and Violet yet. Might change in the future, though.

First things first, you need to catch a Hoopa. Once you've done that, you'll need a Prison Bottle to transform it into Hoopa Unbound. In previous games, you'd get the Prison Bottle from an in-game event or specific character, but as of my last adventure in Paldea, there hasn't been an official event for Hoopa in Scarlet and Violet. Keep an eye on official Pokemon news for any updates!

You can't, period. At least not yet. There's been no official word or method released on how to get Hoopa Unbound in Pokemon Scarlet and Violet. Maybe in a future update or event?
