Sorry folks, but you can't catch Kyogre directly in Pokemon Scarlet or Pokemon Violet. Kyogre is one of those legendary Pokémon that's not found wandering around in the Paldea region. However, you're not out of options! You can still obtain Kyogre through trading with other players who have it in their games. So, make some friends in the Pokemon community, and start trading!
