Been playing since release and I caught my Leafeon by evolving Eevee near that big moss-covered rock in the forest north of the starting area. It's not just about finding the rock; your Eevee has to really 'feel' it. So, make sure you do some battles around, level up near it, and you'll have your very own Leafeon in no time. Trust me, it works!
