The Loyalty Badge in CS:GO is something of a veteran's medal. You earn it by having purchased CS:GO before it went free-to-play in December 2018. If you were part of the crew that got the game when it had a price tag, you should find the Loyalty Badge chillin’ in your inventory. Sadly, if you missed the boat and got the game after it became free, there's no way to snag that badge now. It's an exclusive club, my friend!

Got mine just by being an old-timer in the CS:GO world. It just popped up one day because I had the game before the free-to-play switch. It’s nice getting a nod from the devs for sticking around so long.

Nope, you can't get the Loyalty Badge anymore unless you bought CS:GO before it went free. It's basically a 'thank you' note for early supporters.
