Actually, it's all about timing. You have to evolve Rockruff into Lycanroc at dusk time in the game, specifically between 7 and 8 PM. Make sure your Rockruff has the 'Own Tempo' ability first though. No 'Own Tempo', no Dusk form Lycanroc.
