Getting a Modest Nature Pokémon in Violet isn't too tricky! The surefire way is to find and catch a ton of the Pokémon you want. Eventually, one will have the Modest Nature you're after. Another neat trick is to use a Pokémon with the Synchronize ability in the lead of your party, which increases the chances of encountering wild Pokémon with the same nature as the Synchronize Pokémon. Just make sure your Synchronize buddy is Modest!

Honestly, just RNG and patience. Keep catching the same Pokémon till you hit the jackpot with a Modest one. Not much else to it.

Ever heard of mints? Once you're a bit into the game, you can obtain Nature Mints from the BP Shop. These don't change a Pokémon's nature but make it so their stats grow as if they had the Modest nature. It's a game-changer if you're not into chasing wild Pokémon for hours.
