Moonblast isn't something you pick up at the local Poké Mart. You've gotta earn it by training a Fairy-type Pokémon who's capable of learning it. From my experience, I evolved my Ralts into a Kirlia and then into a Gardevoir. Took some effort, but Gardevoir learned Moonblast naturally as it leveled up. Best feeling ever when that move demolishes opponents!
