Just grind Bagon up to level 50, ez pz. It evolves into Shelgon and then Salamence. No biggie.

Honestly, finding a Bagon can take some time, but it's all worth it when you finally get that Salamence. I found mine after wandering around the mountains for what felt like forever. Keep at it and don't give up!
