Just buy it from the auction house in Mesagoza. Sometimes it's there, sometimes it's not. Luck of the draw.

Honestly, took me forever to find it because no one mentioned it's RANDOM! Keep checking the auction house in Mesagoza, and eventually, you'll see the Rotom Catalog. Took me several visits, but it was totally worth it for that Frost Rotom!
