Actually, you can kinda test skins in a non-official way through certain community servers that allow you to 'preview' skins. These won't transfer to your actual inventory, though. It's all smoke and mirrors, like pretending you have a Ferrari when it's really just a toy car.

Sorry to burst your bubble, but you can't just 'give' yourself skins in CS:GO, even in private games. Skins need to be either purchased, traded, or won in some way. That said, you can use 'sv_cheats 1' in a private server to enable console commands and then use 'give weapon_ak47' to spawn weapons. You won't get skins, but hey, you still get the gun!
