Lower your sensitivity. Seriously, most newbies play on way too high a sensitivity. Lower it and give yourself time to adjust. This will improve your aim and reaction time big time.

First things first, you're gonna want to work on your aim. It sounds obvious, but the better you aim, the faster you'll hit your shots. Use aim training maps from the workshop to sharpen those skills. Secondly, get familiar with pre-aiming. This means you aim at spots where enemies are likely to be before you actually see them. That way, you're ready to shoot the moment they pop into view. Lastly, don't underestimate the power of a good crosshair placement. Keeping your crosshair at head height and where you expect enemies to be can drastically reduce your reaction time.

I disagree with lowering sensitivity too much. It's all personal preference. Find a sensitivity that lets you react quickly but still aim accurately.

Honestly, just play more. The more you play, the better you'll get at predicting enemy movements and knowing the maps. This game's all about muscle memory and game sense.
