Honestly, the best way is to make friends with someone already into surf servers. They always have the best server IPs on hand and can introduce you to some great communities.

An easier way if you're not into the whole 'typing in IPs' thing - just use the Community Server Browser in CS:GO. Hit 'Play' > 'Browse Community Servers', then search for 'surf' in the tags. You'll see a list of surf servers. Double click to join one and get sliding!
