To learn Belly Drum in Pokemon Scarlet, you gotta catch a Pokemon that naturally learns the move, like Makuhita or Stufful. They learn it as they level up. If you've already got a Pokemon that can learn Belly Drum but missed the chance, head to a Pokemon Center and find the Move Reminder. You can teach your Pokemon Belly Drum there, but you'll need a Heart Scale!
