Creating a CS:GO practice server is pretty straightforward. First off, you'll need to launch CS:GO and open the console (usually the `~` key). Type `map de_dust2` (or any map you prefer) to start a game on your chosen map. Then, use commands like `bot_kick` to remove bots and `sv_cheats 1` to enable cheats for practicing purposes. Don't forget `mp_limitteams 0` and `mp_autoteambalance 0` to stop auto-balancing teams. Finally, use `noclip` to fly around the map and set up your practice scenarios. Happy practicing!

Pro tip: Use `mp_roundtime_defuse 60` or higher to give yourself plenty of time to practice without the round ending too quickly. Helps a ton when you're practicing smokes or site takes.

Honestly, just join an existing one. So many community servers out there are tailored for practice, with all the settings already configured for you. Why reinvent the wheel?
