You can't. CS:GO is designed around skill-based gameplay, and part of that skill is learning to control your weapon's recoil manually. There's no setting or crosshair type that will automatically adjust for recoil. The best you can do is learn and practice, practice, practice!

CS:GO doesn't have a 'dynamic' crosshair that automatically adjusts for bullet spread or recoil precisely, so you can't make your crosshair follow recoil like in some arcade shooters. However, you can familiarize yourself with each weapon's spray pattern and practice controlling it. This way, you can manually adjust your aim to follow the recoil. Start by shooting at a wall in a private match to see the pattern, then practice dragging your mouse to counteract that pattern!
