Pretty sure you don't 'make' Psyshock, you find it or earn it and then teach it to your Pokémon. Look around in the game, check Poke Marts and complete quests. Some TMs are rewards.

FYI, teaching Psyshock to your Pokémon is a game changer for battles. Found my TM in a random cave, so keep your eyes peeled everywhere you go!
