Hold up, y'all. Just find a spot where it's already raining. No way to make it rain on command. The weather in Pokemon Scarlet changes on its own timer.

From my experience, just keep moving. The weather changes are pretty unpredictable, so if you really need that rainy environment for, say, evolving your Sliggoo into Goodra, just roam around a bit. You'll stumble into rain soon enough!
