Just launch CS:GO, go into the game settings, and change the display mode to 'Windowed' or 'Borderless Window.' Then, click and drag the window to your second monitor. Switch it back to 'Fullscreen' once it's on the right screen, and bam, you're in business.

Honestly, easiest fix? Just set your second monitor as your primary display in Windows settings. CS:GO will default to whichever screen is primary.

First off, make sure your second monitor is set up and recognized by your computer. Then, right-click on your desktop and hit 'Display Settings' to make sure the monitor you want CS:GO on is set as your main display. Or, you can try moving the game window to the desired monitor before you go full screen in the game's video settings.
