IMO, fresh install on SSD > moving. Always gives you that 'new car' smell. Plus, you can clean up any junk files you've accumulated over time. Just uninstall from the HDD and reinstall on the SSD through Steam.

The easiest way to move CS:GO to your SSD is through Steam. Just open Steam, go to your game library, right-click CS:GO, select Properties, go to the LOCAL FILES tab, and click on MOVE INSTALL FOLDER. Then, you just select the SSD as the destination, and Steam does the heavy lifting!
