Easiest way? Open up the console in-game using the tilde key (~), type 'cl_showfps 0' to turn it off, then 'net_graph 1' to turn on a more detailed HUD that includes FPS. You can move this around by changing the 'net_graphpos' value. 'net_graphpos 1' is for the right, '2' for the center, and '3' for the left side of your screen. Remember, hitting the tilde key again closes the console.

Honestly, just use an external program like FRAPS if you wanna move around the FPS counter without the extra info from 'net_graph'. It's cleaner and you can put the FPS count wherever you want on your screen.
