Hey gang, had this issue for ages until I found a solid workaround. Make sure CS:GO is running in 'Fullscreen (Windowed)' mode instead of just 'Fullscreen'. This keeps the game up on one monitor, and you can easily interact with the other monitor without minimizing the game. Just go to your video settings in CS:GO and make the switch!

Just play in Fullscreen mode and don't click on your second monitor. EZ.
