Overwatch in CS:GO is pretty straightforward but you gotta earn it first. You need to be at least Gold Nova 1 rank, have 150+ competitive wins, and a good standing account (meaning no bans or recent reports). Once you've got that, Overwatch cases will start appearing in your main menu. Just click 'Download Evidence' and after watching the gameplay, decide if the player's cheating or not.
