Just launch CS:GO from Steam and hit 'Play' > 'Offline with Bots.' That's it. You don't need to mess around with launch options if you don't want to customize anything.

Playing CS:GO offline is super easy! Just open Steam and go to your library. Right-click on CS:GO, select 'Properties,' then go to the 'General' tab and click on 'Set Launch Options.' Type '-novid -tickrate 128 +game_type 0 +game_mode 1 +mapgroup mg_active +map de_dust2' to set up an offline game with bots on Dust II. Hit 'OK,' close the properties window, then launch CS:GO. From the main menu, select 'Play' > 'Offline with Bots.' Now you're set to enjoy CS:GO without an internet connection!

You guys are making it too complicated. Just disconnect your internet and start CS:GO. It'll go offline mode by default.
