First up, you need to have the Fiberglass Rod or the Iridium Rod because that's the only time you can add bait. Open your inventory, pick up the bait (left-click or press ‘A’ on Xbox), then hover over the rod and click again (‘A’ button on Xbox) to attach the bait. Easy peasy, lemon squeezy!

lol just drag and drop, but make sure ur rod isn't the bamboo one. gotta upgrade first.

FYI, you can't bait the Bamboo Rod. Had to learn that the hard way after trying for ages. Get yourself a Fiberglass Rod or better, then attaching the bait is a breeze. Select the bait, hover over the rod, and press A. Happy fishing!
