Oh, the classic dance of the CS:GO weapons! To keep your weapons from doing the jitterbug, you've gotta learn to counter-strafe. That's your A and D keys (or whatever you've bound strafe left/right to). When moving left, tap right just before you shoot, and vice versa. Stops your model in a jiffy, making your shots count. Also, practice spray control for automatic weapons; each has its pattern. Memorize 'em, control 'em, and you'll find your shots hitting home more often than not.

A big game-changer for me was adjusting my mouse sensitivity. Lowering it helped make my aim steadier, which indirectly improved how I handled weapon movement.
