Easiest fix? Dive into your graphics card settings. For NVIDIA, go to the NVIDIA Control Panel, select 'Adjust desktop size and position', then under 'Scaling', choose 'Full-screen'. If you're an AMD user, open Radeon Settings, go to 'Display', and enable 'GPU Scaling', then select 'Full Panel'. This should stretch the game to fit your entire monitor, saying goodbye to those pesky black bars!

Just play in the native resolution of your monitor. Black bars usually show up when you're playing in a non-native resolution. So if your monitor's 1920x1080, set CS:GO to the same resolution. Boom, problem solved.
