Just tweak your GPU settings. NVIDIA or AMD, doesn't matter, make 'em stretch to full screen. Then hit CS:GO and pick a 4:3 res. EZ game.

To get stretched res in CS:GO, you gotta change your graphics card settings. For NVIDIA, open NVIDIA Control Panel > Adjust desktop size and position > Select 'Full-screen' under Scaling. For AMD, open Radeon Settings > Display > GPU Scaling to On and Scaling Mode to Full Panel.
