To unlock swimming in Pokemon Scarlet and Pokemon Violet, you gotta play through the story until you upgrade your Legendary mount to swim. This happens after you defeat the Open Sky Titan, which is part of the main questline. Once you beat it, your Legendary (Koraidon in Scarlet, Miraidon in Violet) will gain the ability to swim in water!

Seriously, it's as easy as following the main story. After defeating the Open Sky Titan, you'll automatically unlock swimming. Trust me, the game kinda walks you through it, so you can't miss it!
