Actually, it's all about the waiting game. The weather changes on its own, so if you're looking for rain to evolve your Sliggoo into Goodra or for any other reason, just keep exploring or do some other in-game activities. Sooner or later, it'll start pouring!

Rain in Pokemon Scarlet and Violet happens randomly as part of the game's dynamic weather system. You can't really 'trigger' rain on command. The best bet is to travel around different areas of the Paldea region or enter and exit buildings to kinda 'reset' the outside environment, which might eventually lead you to a rainy area. Patience is key!
