Nah, they gotta be different. Have you seen how fast Octane runs compared to others? Just feels different, man.
Actually, all Legends in Apex Legends do move at the same speed. I've tested this by racing my friends across the map with different Legends. It's just that abilities like Octane's Stim can make a Legend move faster temporarily, but the base speed? Totally the same for all.
