No, only a selected list of Xbox 360 games are backwards compatible. The list is pretty extensive, but you'll need to verify which ones are included.
Nope, not all Xbox 360 games are backwards compatible. Microsoft has a list of the compatible ones on their website though, so check there!
From personal experience, only about half of my old Xbox 360 games were backwards compatible with my Xbox One. It really depends on the game.
