Yes! They're totally reusable. I've been using the same cards to invite new villagers to my island and for the Photopia shoots without any issues. It's pretty cool how you can use them over and over.
Eh, technically yes, but there's more fun in trying to collect them all rather than just reusing the same few. Just my two cents.
