Not exclusively, but mainly! Blue is the color most known for counter spells in MTG, like the infamous "Counterspell" itself. However, other colors have dabbled in the counter spell department too, albeit in more specific or limited ways. White, for instance, can counter spells that target you or your permanents through cards like "Lapse of Certainty." Red has a trick up its sleeve with "Pyroblast" and "Red Elemental Blast," which specifically counter blue spells or destroy blue permanents. So, while blue holds the crown, other colors occasionally wear the counter spell cap.

Actually, green and black have had their moments too, just to add diversity. Green's "Avoid Fate" and black's "Withering Boon" are examples, showing that while rare, counter spells can come from outside the blue domain. Always cool to see color boundaries being tested!

Blue rules the counter spell roost, no contest. Other colors might flirt with the idea, but blue's where it's at if you wanna say 'Nope' to your opponent's plans.
