Creations in Fallout 4 aren't part of world loot. Gotta get 'em the old-fashioned way - quests or caps!

Actually, some creations do get integrated into the world loot, but it's pretty rare. Mostly, you have to go out of your way to find or buy them. Think of it more like a treasure hunt, where the treasure is super cool gear that can make you feel like the wasteland's next superhero.
