The game uses a scaling system where the level of enemies adjusts based on the level of the player who first encounters them in a specific area. This means if a high-level player enters an area first, the enemies will be at a higher level, making things more challenging for lower-level players who come in afterwards.

LOL no, that would be way too easy. Fallout 76 scales enemy levels based on who gets there first. So, if you're just starting and wander into a zone first discovered by a level 100 boss, you're gonna have a bad time. Always team up or be sneaky!
Actually, it's a mixed bag. Some areas have fixed level enemies to maintain the challenge, but mostly, it's the first come, first served in terms of enemy levels. So, it pays to level up before exploring too widely.
