LOL no, that would be way too easy. Fallout 76 scales enemy levels based on who gets there first. So, if you're just starting and wander into a zone first discovered by a level 100 boss, you're gonna have a bad time. Always team up or be sneaky!

Actually, it's a mixed bag. Some areas have fixed level enemies to maintain the challenge, but mostly, it's the first come, first served in terms of enemy levels. So, it pays to level up before exploring too widely.
