Nope, evolutions aren't considered Basic Pokemon in the Pokemon TCG. Basic Pokemon are the ones you can play directly onto the field from your hand. Evolutions gotta be played on top of their corresponding Basic Pokemon.

Evolutions? Basic? In what universe? Basic Pokemon are the foundation, and evolutions build on top of that, like a house. You don't start building a house from the roof!
Basic Pokemon are your starters, and evolutions are the upgrades. Think of Basic Pokemon as your first car. It gets you from A to B. Evolutions are the fancy upgrades that make the ride smoother and faster, but you can't have them without the first car.
