Technically, yes and no. GTA San Andreas and GTA V are set in versions of San Andreas, but they're not the same universe. Different timelines and universes according to Rockstar's official line. Don't think too hard about it, just enjoy the ride!

Nah, they're not in the same universe. GTA V and San Andreas might share the same state of San Andreas, but Rockstar rebooted the universe when they kicked off the GTA IV era. So, GTA San Andreas is part of the 3D universe, and GTA V rocks the HD universe. Same state, different dimensions!

Absolutely not. GTA V's Los Santos is way different from San Andreas. It's like comparing apples and genetically modified super apples. They're both in the state of San Andreas but in completely separate universes.
