The High School DxD specials are mostly fan service, so they're not crucial for the main plot. But if you love the characters and some extra laughs, go for it!
The specials aren't super important for the storyline, but they're great if you want more of the series' trademark humor and fan service.
You don't NEED to watch the specials to understand the main plot, but as a huge fan myself, I found them a fun addition to the series!
