Not exactly. In Magic The Gathering, 'Tribal' specifically refers to cards that have a subtype in common, like Goblins, Elves, or Merfolk. While a deck can be built around Legendary creatures (often called a Commander deck in that format), the 'tribal' aspect really depends on if those Legendary creatures share a common creature type.
From my experience, while building a deck, I focus on the synergy between cards, not just their labels. I've had a Legendary elf work wonders in my elf tribal deck. So, it's more about the strategy than the terminology.
