Eh, only if you're a complete beginner. Otherwise, you're better off spending your money on singles to build a more competitive deck. Intro decks are too basic for anything beyond learning the game.

From my experience, yes! Started with an intro deck and it really helped me get a grasp on the basics. Was even able to tweak it with some singles and hold my own at a few local matches.
