Yes and no. Officially? No, because they're not legendary. But if you're playing casually? Sure, why not. Just check with your playgroup first.

Technically, the Nephilim weren't originally designed to be commanders since they don't have the 'Legendary' supertype which is a usual requirement for a commander. However, due to their unique four-color identity and the cool factor they bring to the table, many playgroups allow Nephilim to be used as commanders through a house rule. It's all about fun and the mutual agreement among players!
