Yeah, plans definitely work in Fallout 76! They're super essential for crafting anything from weapons, armor, to even your very own C.A.M.P. buildings. You gotta find them or buy them first, but once you do, they unlock the ability to make all kinds of cool stuff. Just make sure you read them from your inventory to actually learn the recipe or construction plan.
Plans work, but tbh it's a grind to get the good ones. You either have to luck out finding them in the world, spend a ton of caps at vendors, or hope someone's selling what you need for cheap in their personal shop. It's worth it once you get what you need though.
